I don't doubt that the Feds want more, but read the article again--it doesn't actually say anything:

The first and last paragraphs say the same thing--there is a rumor of "X".

The second and next to last paragraphs say that there has been no official verification of "X".

The middle paragraph is a statement of fact.

Plus in the original story the writer uses the word "inclination" improperly, meaning to say "indication".

This is what is known as lazy journalism. If the event never occurs, no big deal since it was reported as a rumor. If it does occur, the source can claim that they "broke the story".
